Anki works quite well on iPhone (as an app) -- it also allows you to do the cards offline, and then you can sync the progress when you are back online. And this process is much more reliable than a similar offline mode of Chessable Pro (which basically isn't reliable at all, so I stopped using that).

Try mochi.cards - it’s like an aesthetically pleasing, modernized version of anki. Has an app, synchs automatically, i.e. doesn’t have the glitches you complain about. Can apply same process you describe.
